2. Why is there a white, hazy film left after mod podging?
It’s likely the leftover paper fiber still stuck to the surface. Keep rubbing gently with a damp cloth until the vivid design appears from underneath.
3. Why does the image rub away along with the paper?
The Mod Podge likely wasn't fully dry before you started rubbing. Let it cure overnight and rub in light, small circles instead of scrubbing.
